According to data from the US BLS, the unemployment rate of Ohio was 5.5% (sa) in March, 2007. Among all Ohio counties, these 3 were among those with high unemployment rates (nsa): Pike (9.9%), Morgan (9.8%), and Monroe (9%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Mercer (3.8%), Delaware (3.8%), and Holmes (4%).
