According to data from the US BLS, the unemployment rate of Ohio was 9% (sa) in May, 2011. Among all Ohio counties, these 3 were among those with high unemployment rates (nsa): Pike (14.8%), Adams (13.7%), and Clinton (13.6%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Geauga (6%), Delaware (6.1%), and Holmes (6.3%).
