According to data from the US BLS, the unemployment rate of Oregon was 10.7% (sa) in July, 2010. Among all Oregon counties, these 3 were among those with high unemployment rates (nsa): Crook (15%), Josephine (14.2%), and Douglas (13.6%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Wasco (6.1%), Hood River (7.8%), and Benton (7.9%).
