According to data from the US BLS, the unemployment rate of Oregon was 6.9% (sa) in April, 2014. Among all Oregon counties, these 3 were among those with high unemployment rates (nsa): Wallowa (11.8%), Grant (11.6%), and Lake (10.6%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Benton (4.4%), Washington (5.3%), and Wheeler (5.4%).
