According to data from the US BLS, the unemployment rate of Tennessee was 9.5% (sa) in August, 2010. Among all Tennessee counties, these 3 were among those with high unemployment rates (nsa): Scott (17.4%), Hancock (15.3%), and Haywood (14.8%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Williamson (6.6%), Lincoln (6.8%), and Knox (7.5%).
