According to data from the US BLS, the unemployment rate of Texas was 6.7% (sa) in March, 2012. Among all Texas counties, these 3 were among those with high unemployment rates (nsa): Willacy (16%), Starr (14.7%), and Sabine (14.4%).

On the hand, the following three counties were among those with low unemployment rates (nsa): McMullen (2.4%), Hemphill (2.6%), and Reagan (3%).
