According to data from the US BLS, the unemployment rate of Vermont was 5.7% (sa) in June, 2011. Among all Vermont counties, these 3 were among those with high unemployment rates (nsa): Essex (8.5%), Orleans (7.8%), and Rutland (7.3%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Chittenden (4.8%), Addison (4.9%), and Orange (5.1%).
