According to data from the US BLS, the unemployment rate of Vermont was 5.9% (sa) in March, 2011. Among all Vermont counties, these 3 were among those with high unemployment rates (nsa): Orleans (10.9%), Essex (10.2%), and Lamoille (8.4%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Chittenden (4.7%), Windham (5.7%), and Windsor (5.9%).
