According to data from the US BLS, the unemployment rate of Vermont was 4% (sa) in April, 2014. Among all Vermont counties, these 3 were among those with high unemployment rates (nsa): Orleans (7.3%), Essex (6.8%), and Lamoille (6.4%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Chittenden (2.8%), Addison (3.8%), and Windsor (3.9%).
