According to data from the US BLS, the unemployment rate of the US was 6% (sa) in December, 2002. Among all US states and DC, these 3 were among those with high unemployment rates: Alaska (7.5%), Oregon (7.5%), and Washington (7.1%).

On the hand, the following three states were among those with low unemployment rates: South Dakota (3.2%), North Dakota (3.4%), and Nebraska (3.7%).
