According to data from the US BLS, the unemployment rate of the US was 6% (sa) in April, 2003. Among all US states and DC, these 3 were among those with high unemployment rates: Oregon (8.2%), Alaska (7.7%), and Washington (7.4%).

On the hand, the following three states were among those with low unemployment rates: South Dakota (3.4%), North Dakota (3.5%), and Nebraska (3.9%).
