According to data from the US BLS, the unemployment rate of the US was 6.1% (sa) in September, 2003. Among all US states and DC, these 3 were among those with high unemployment rates: Oregon (8%), Alaska (7.7%), and Michigan (7.3%).
On the hand, the following three states were among those with low unemployment rates: North Dakota (3.5%), South Dakota (3.6%), and Nebraska (4%).
