According to data from the US BLS, the unemployment rate of the US was 8.5% (sa) in December, 2011. Among all US states and DC, these 3 were among those with high unemployment rates: Nevada (12.6%), California (11.3%), and Rhode Island (10.9%).
On the hand, the following three states were among those with low unemployment rates: North Dakota (3.1%), Nebraska (4.1%), and South Dakota (4.2%).
