Based on the US Census ACS-5Yrs estimates, in 2021, the voting-age population of Pennsylvania was 10.27M which was 79.15% of the total Pennsylvania population. Among all Pennsylvania counties, Philadelphia had the highest voting-age population (1.25M), followed by Allegheny (1.01M), and Montgomery (666.17K).

On the other hand, the counties with the least voting-age population were: Cameron (3.82K), Sullivan (5.31K), and Forest (6.59K).
