Among all Ohio cities and places with a population of 10K or higher, Ashtabula city had the highest percentage of its population (aged 25 years and above) with an educational attainment of Less than High School Diploma (18.10%), followed by Cleveland city (17.38%), and East Cleveland city (16.72%).
