According to the data from the United States 2020 decennial Census, in April 2020, among all of Pennsylvania counties, Philadelphia County had the highest number of people who identified as Non-Hispanic (not hispanic or latino) (1.37M), followed by Allegheny County (1.22M), and Montgomery County (802.04K).
