According to the data from the United States 2020 decennial Census, in April 2020, among all of Maine counties, Cumberland County had the highest voting-age population who identified as Non-Hispanic (not hispanic or latino) (241.58K), followed by York County (170.77K), and Penobscot County (122.67K).
