Lincoln County had the highest net domestic migration rate (9.08) followed by Deschutes County (8.66), and Wheeler County (8.48). On the other hand, Wallowa County had the lowest net domestic migration rate (-20.61), followed by Harney County (-17.78), and Lake County (-14.52).
