Based on the US Census Vintage data estimates, in 2021, among all Pennsylvania counties, Philadelphia County had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (40.06%), followed by Forest County (23.79%), and Delaware County (22.3%).
