Based on the US Census Vintage data estimates, in 2011, among all US states and DC, Georgia had the highest number of people who identified their race as Non-Hispanic Black or African American (2.98M), followed by Texas (2.96M), and Florida (2.94M).

On the other hand, Montana had the lowest number of people that identified as Non-Hispanic Black or African American (4.45K), followed by Wyoming (4.71K), and Vermont (6.33K).
