Based on the US Census Vintage data estimates, in 2020, among all US states and DC, Texas had the highest number of people who identified their race as Non-Hispanic Black or African American (3.62M), followed by Georgia (3.41M), and Florida (3.38M).

On the other hand, Montana had the lowest number of people that identified as Non-Hispanic Black or African American (5.87K), followed by Wyoming (5.95K), and Vermont (8.39K).
