According to data from the US BLS, the unemployment rate of Connecticut was 5.7% (sa) in July, 2008. Among all Connecticut counties, these 3 were among those with high unemployment rates (nsa): New Haven (6.7%), Windham (6.5%), and Hartford (6.2%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Middlesex (5.1%), Tolland (5.2%), and Litchfield (5.5%).
