According to data from the US BLS, the unemployment rate of Ohio was 7.6% (sa) in March, 2012. Among all Ohio counties, these 3 were among those with high unemployment rates (nsa): Pike (14%), Adams (13.7%), and Noble (12.3%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Mercer (5.4%), Delaware (5.4%), and Holmes (5.7%).
