Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2013, the citizen population for Pennsylvania was 12,361,155 and represented 97.09% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen population (1.44M), followed by Allegheny (1.19M), and Montgomery (769.01K).

In terms of percentages, Armstrong had the highest percentage of its population being citizens (99.80%), followed by Fulton (99.80%), and Elk (99.76%).
