Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2013, the citizen voting-age population for Pennsylvania was 9,639,840 and represented 75.72% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.11M), followed by Allegheny (958.69K), and Montgomery (591.02K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (88.76%), followed by Sullivan (84.11%), and Cameron (81.00%).
