Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2023, the citizen voting-age population for Pennsylvania was 9,931,715 and represented 76.48% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.14M), followed by Allegheny (972.97K), and Montgomery (641.58K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (95.06%), followed by Sullivan (89.32%), and Cameron (83.58%).
