Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2021, the citizen voting-age population for Pennsylvania was 9,893,010 and represented 76.27% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.15M), followed by Allegheny (975.74K), and Montgomery (631.36K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (91.15%), followed by Sullivan (88.63%), and Cameron (82.92%).
