Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2013, the citizen voting-age population for Virginia was 5,810,100 and represented 71.72% of the total Virginia population.
Among all Virginia counties, Fairfax had the highest citizen voting-age population (691.10K), followed by Virginia Beach city (323.93K), and Prince William (256.00K).
In terms of percentages, Highland had the highest percentage of its population being citizens of voting-age (88.79%), followed by Lexington city (87.05%), and Radford city (84.71%).
