Among all Pennsylvania counties, Philadelphia had the highest citizen population (1.45M), followed by Allegheny (1.20M), and Montgomery (773.13K).

In terms of percentages, Greene had the highest percentage of its population being citizens (99.87%), followed by Armstrong (99.80%), and Elk (99.78%).
