Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2014, the citizen voting-age population for Pennsylvania was 9,676,900 and represented 75.85% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.11M), followed by Allegheny (961.12K), and Montgomery (595.76K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (89.41%), followed by Sullivan (85.39%), and Cameron (81.58%).
