Among all Pennsylvania counties, Philadelphia had the highest citizen population (1.46M), followed by Allegheny (1.19M), and Montgomery (778.68K).

In terms of percentages, Fulton had the highest percentage of its population being citizens (99.83%), followed by Jefferson (99.78%), and Armstrong (99.77%).
