Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2016, the citizen voting-age population for Pennsylvania was 9,725,845 and represented 76.08% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.12M), followed by Allegheny (961.60K), and Montgomery (603.17K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (95.06%), followed by Sullivan (86.43%), and Cameron (81.89%).
