Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2017, the citizen population for Pennsylvania was 12,387,350 and represented 96.85% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen population (1.46M), followed by Allegheny (1.19M), and Montgomery (780.73K).

In terms of percentages, Fulton had the highest percentage of its population being citizens (99.80%), followed by Jefferson (99.79%), and Armstrong (99.77%).
