Based on the US Census Bureau's special tabulation from the ACS 5-year estimates, in 2017, the citizen voting-age population for Pennsylvania was 9,740,190 and represented 76.15% of the total Pennsylvania population.

Among all Pennsylvania counties, Philadelphia had the highest citizen voting-age population (1.13M), followed by Allegheny (961.88K), and Montgomery (605.80K).

In terms of percentages, Forest had the highest percentage of its population being citizens of voting-age (89.92%), followed by Sullivan (86.91%), and Wayne (81.87%).
