According to the data from the US 2020 decennial Census, in April 2020, among all the counties in the United States, Los Angeles County, CA had the highest voting-age population who identified as Hispanic or Latino (3.56M), followed by Miami-Dade County, FL (1.52M), and Harris County, TX (1.41M).
