Philadelphia County had the highest voting-age population (1,278,362), followed by Allegheny County (1,020,183), and then Montgomery County (674,024). On the other hand, the 3 counties with low voting-age population were: Cameron County (3,751), Sullivan County (4,857), and Forest County (6,323).
