According to the US Census Bureau estimates, in 2011, the net international migration rate for Virginia was 2.91. Alexandria city had the highest net international migration rate (10.65) followed by Charlottesville city (8.21), and Arlington County (7.77). On the other hand, Bland County had the lowest net international migration rate (-0.29), followed by Rappahannock County (-0.13), and Grayson County (-0.13).

Net International migration rate for a given county refers to the difference between number of people moving to the county from other parts of the world outside the borders of the United States (50 states and District of Columbia) and the number of people moving out of the county to other parts of the world outside the borders of the United States per 1,000 of the mid-year population of the county.
