According to the US Census Bureau estimates, in 2021, the net migration rate per 1,000 population for Maine was 13.37. Franklin County had the highest net migration rate per 1,000 population (33.38) followed by Piscataquis County (32.31), and Lincoln County (27.71). On the other hand, Aroostook County had the lowest net migration rate per 1,000 population (5.03), followed by Penobscot County (8.28), and Cumberland County (8.72).

Net migration rate for a county refers to the difference between the number of migrants, both domestic and international, moving to the county and those leaving the county per 1,000 of the county's mid-year population.
