Carroll County had the highest net migration rate per 1,000 population (12.28), followed by Belknap County (10.73), and Coos County (7.67). On the other hand, Hillsborough County had the lowest net migration rate per 1,000 population (-0.85), followed by Rockingham County (3.54), and Grafton County (3.57).
