Based on the US Census Vintage data estimates, in 2017, among all Virginia counties, Petersburg city had the highest percentage of its population who identified their ethnicity as Non-Hispanic Black or African American (76.67%), followed by Emporia city (62.94%), and Greensville County (59.08%).
