313.16(a)(1)
On Tuesday, June 10th, 2025, at approximately 1:05pm, while verifying HATS category VIII, stunning effectiveness, and category IX, consciousness on the rail, of a directed Livestock Humane Handling Task in response to an enforcement action, IIC REDACTED and SPHV REDACTED observed the following noncompliance: REDACTED kill floor supervisor, attempted to stun a mature ram, secured in a small ruminant head restraint, using a Cricket .22 caliber rifle with .22 short ammunition. After discharge the ram remained standing, with no vocalization or excitement. Mr. REDACTED immediately retrieved the pre-loaded .22 caliber rifle that contained .22 long rifle ammunition and delivered a second shot that was effective. The animal remained unconscious through the bleeding, shackling, and hoisting process. Humane Handling Coordinator Ms. REDACTED was present for the stunning and indicated she believed the caliber of ammunition was not sufficient for the size and age of the animal. She instructed Mr. REDACTED to use the .22 caliber rifle with .22 long rifle ammunition for the initial stun on the other remaining large ram. The establishment is currently operating under a Consent Order and has a detailed written slaughter SOP and humane handling program. The establishment implemented the protocol for ineffective stunning and documented the event as outlined in the program. REDACTED plant manager and Humane Handling Coordinator was notified verbally of this noncompliance and in writing with the issuance of this noncompliance record.
