HATS Category III: Water and Feed Availability At approximately 0705 hours, Tuesday, August 31, 2021, I, CSI REDACTED, went to observe the cattle that were held over night in the pens. One pen had a group of sixteen dairy cows. The water bucket provided for the cows was empty. Water was not provided to the cows until after the establishment was notified of the noncompliance, fifteen minutes later, when I verified that there was still not water provided to the cows. I informed QA REDACTED of the noncompliance. It has been over 90 days since the last associable noncompliance.

HATS Category III: Water and Feed Availability At approximately 1429 hours, Wednesday, May 19, 2021, I, CSI REDACTED, the establishment had me perform ante-mortem inspection on a truck load that was dropped off. There were three cows in the load. The cattle were places in the first pen available under the roof. The pen used is approximately half the length of the whole area, as the previous truck load had the other half. There was no water provided in the pen that was holding the three cows. Water was not provided to the cows until after the establishment was notified of the noncompliance, fifteen minutes later, when I verified that there was still not water provided to the cows. I informed kill floor supervisor REDACTED of the noncompliance. This noncompliance is associated with CFR3711050004N-1

HATS Category III: Water and Feed Availability: The slaughter floor stopped after the first cow was knocked around 0900 hours, Tuesday, May 4, 2021. The lift in the blood pit was down and the first cow was successfully knocked in the restrainer but was not removed from the restrainer. There were eight cows loaded in the lead up ally and roundabout behind the restrainer where there is no access to water. At approximately 0920 hours, I, CSI REDACTED was asked to go to the pen area to perform ante-mortem inspection on the next load of cattle. The eight dairy cows were still loaded in the alley while the lift was being worked on, on the kill floor. At approximately 0957 hours, returning to the pen area, I observed the eight dairy cows still in the lead up ally without access to water. I informed SPHV Dr. REDACTED as well as QA REDACTED of the noncompliance. The establishment’s humane handling programs specifies that the cattle will be unloaded from the alley for the establishment’s lunch break because of the 30 minutes of down time. There was nothing stating in the establishment’s humane handling program specifying for down time for any other reason, however, the down time the cattle were left in the alley way without water did exceed the 30 minutes the establishment specified in its humane handling program. There are no associated noncompliance records within the past 60 days.
