Non-Compliance Description:

On 04/01/21 at approximately 10:20 am while performing a HATS Stunning Effectiveness (Category VIII) task, I CSI REDACTED saw the following incident: a plant employee was attempting to render a hog unconscious by the utilization of a 22-caliber rifle. The hog was loaded in the knock box and properly restrained. For my personal safety, I left the slaughter floor while the shot was being administered. As soon as the shot was administered, the hog vocalized for less than 2 seconds. A second shot was administered using a back-up 22 magnum rifle. The second stun attempt was successful in rendering this animal unconscious. Both the stun operator and I examined the animal and found no sign of consciousness. I contacted my supervisor, SPHV Dr. REDACTED about the incident and after conferring with the district office it was decided that the event qualified as non-egregious. I informed Mr. REDACTED slaughter floor supervisor, that a non-compliance would be issued for ineffective stunning of livestock. The establishment is in violation of 9 CFR 313.16(a)(1) which states: The firearms shall be employed in the delivery of a bullet or projectile into the animal so as to produce immediate unconsciousness in the animal by a single shot before it is shackled, hoisted, thrown, cast, or cut. The animal shall be shot in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.
