On 08/13/2021 at approximately 06:38 while performing Livestock Ante-Mortem Inspection for cattle, Inspection Plant Personnel (IPP) observed the following noncompliance. IPP observed a bull in a holding area near the northeast corner, by pen 1A of the official stockyard premises with no water access. At 06:45 IPP informed the Stockyard Supervisor, REDACTED, asking if he was aware there was bull in a holding area with no water access. He indicated that he was unaware. Slaughter operations were not officially started during this time. He immediately placed the bull in a holding pen with a water trough. The animal did not appear to be in distress, the area was shaded, and the temperature at the time was approximately 68*F. At 09:15 IPP requested more information regarding what time the animal arrived. According to Mr. REDACTED, it was sometime after 06:00. IPP informed Mr. REDACTED at a noncompliance would be documented. The establishment is noncompliant with 9 CFR 313.2(e), animal shall have access to water in all holding pens.
