While performing HATS Category IV ante-mortem inspection at approximately 0845 hours, I observed the following noncompliance. Live animal holding pens one and two each contained a drain located approximately in the center the floor of each pen. The opening of the drains are flush with the floor and are approximately 4-5 inches in diameter. Neither drain was covered and the drain openings are large enough to injure an animal by trapping or tripping an animal’s hoof. Both pens contained hogs, no injuries were observed. I informed Establishment Owner Eric Klein, of the noncompliance with 9 CFR 313.1(a). Mr. Klein started corrective actions by covering pen one with the drain cover. He put a steel plate over the open drain in pen two and moved the hogs into a new pen. I rejected pen two with USDA Reject tag number B1456053 after the animals had been moved until a more permanent solution will be implemented.

While verifying Livestock Humane Handling Category III (water and feed availability), I observed the following noncompliance. At approximately 1255 hours, I observed three hogs in the holding pen along the west wall that did not have access to water. The water pipe that normally drips into that pen had been bumped out of position and no water bucket had been placed in that pen. I observed no obvious animal injuries due to the lack of water. I notified Plant Manager Mr. Geoff Hart of the noncompliance with 9 CFR 313.2(e). Mr. Hart provided water to the hogs in my presence.
