HATS Category III Water and Feed Availability On 07/03/2021, I performed a PHIS Humane Handling procedure at 1115 hours in the livestock holding pens. I observed that there were 21 beef in pen 3 with an empty bucket of water, which resulted in the animals having no access to water. No animals were observed in distress and appeared to be in good condition. I verbally notified the designated pens employee, of the noncompliance and the immediate corrective action was to provide water to the animals, therefore a regulatory control action was not taken. I verbally notified plant HACCP Coordinator REDACTED of the noncompliance at the time of the occurrence and in writing with the issuance of this NR. There have not been any noncompliance record’s issued for the same root cause in the past 90 days.
