Non-Compliance Description:

At approximately 1250 hours, I was monitoring the employee at the knock box. The employee was able to secure the head of the beef steer so that the animal could not move its head. I noticed that there was a cut-out in the top metal piece that secured the head so that a poll shot could be made. I then observed the plant employee knock the beef steer, but the employee failed to render the animal unconscious with the rifle shot. The steer was alert and bellowing after the shot was made through the right side of the head just behind the eye. The employee did not have a backup bullet with him and had to retrieve another one from the adjacent room. The employee then placed the barrel of the rifle at the back of the left jaw line in an upward angle and fired. This shot rendered the animal unconscious. Once the animal was rendered unconscious and removed from the knock box, I placed U.S. Reject Tag No. B45458680 to the knock box. I informed Plant Manager Kimberly Nguyen of the egregious humane handling noncompliance that had just occurred and that the knocking box had been rejected. I notified FLS REDACTED of the egregious incident. The establishment failed to meet the requirements of 9CFR 313.16 (a)(1).
