313.15(a)(1)
On 7/13/2021 at approximately 0827 while performing a humane handling task , I CSI REDACTED, observed the following noncompliance: the establishment employee after moving a large bull in to the knock box area, went to administer a knock to the forehead of the animal, using a hand held captive bolt. The knock failed to render the animal unconscious. The establishment administered a second knock to the back of the head (pole position) effectively stunning the animal. Plant manager Jim Lee was informed a NR would be issued. This is noncompliance with 9CFR313.15(a)(1)
