HATS category VIII: Stunning Effectiveness 9 CFR 313.15(a)(1) At approximately 0837 hours while I, CSI REDACTED, was preforming a humane handling verification for HATS Category VIII at M11116 the following noncompliance was observed: An employee was observed to deliver three misfiring captive bolt applications to a pig. The captive bolt did not fire; there were no obvious wounds penetrating the skin of the head. The pig remained standing and was vocalizing after malfunctioning applications. The employee switched captive bolt devices between the three attempts and delivered a fourth captive bolt stun that effectively rendered the pig unconscious. Upon postmortem examination, only one hole was observed to have penetrated the skin. There were no other wounds observed on the head. The cause of the misfiring was determined to be due to the failure of the gunpowder to adequately discharge the captive bolt gun. The employee and General Manager REDACTED were notified of the noncompliance. The above noncompliance fails to meet the regulatory requirements of 9 CFR 313.15(a)(1). This noncompliance was not considered egregious. This document serves as written notification that your failure to comply with regulatory requirement(s) could result in additional regulatory or administrative action.
