HATS – Category II – Truck Unloading On July 20, 2021 at approximately 1325 hours I, (CSI REDACTED) was conducting a humane handling verification task and verifying truck unloading when I observed the following noncompliance. At this time, I was standing on the outside dock door #5 when I observed a truck driver (hog unloader) using excessive force with a rattle paddle. After observing the excessive use of the rattle paddle I went inside the barn on the same dock door # 5 to investigate the issue. A group of approximately five to six hogs were at the bottom of the ramp trying to come off the trailer at the same time. Three of them where wedged on the trailer ramp and vocalizing as he was using excessive force with the rattle paddle. The truck driver stopped attempting to get these hogs to move but then went to drive another group of hogs without first getting the hogs that were wedged at the bottom of the trailer ramp to exit the trailer. When additional hogs were brought from the back of the trailer, this caused additional excitement as some of these hogs were pushing and jumping on the hogs that refused to move/were wedged towards the bottom of the trailer ramp. I immediately instructed the light blue hat employee (area lead/trainer) to address the issue. He grabbed an electric prod to attempt to get the animals in front that were wedged/refused to move off the trailer to move forward. After using the electric prod a minimal amount, the animals in front exited the trailer and the remaining hogs on the trailer exited without issue. None of the animals involved in the above observations were injured. After these group of animals had been unloaded the barn manager, REDACTED arrived to the area. I informed of the noncompliance observed. The above observations were noncompliant with 9 CFR 313.2(a) and 313.2(b). Mr. REDACTED was verbally informed that the above noncompliance would be documented on a NR. Mr. REDACTED proffered immediate corrective actions and therefore no additional regulatory control actions were taken.
